The European Commission will allocate €170 million to strengthen the external borders of countries neighbouring Russia and Belarus, countering “hybrid threats” like the weaponisation of migration. Funds will improve surveillance, telecommunications, mobile detection, and drone defences, including financial support for Estonia, Finland, Latvia, Lithuania, Poland, and Norway. Russia and Belarus have directed irregular migrants toward EU countries since 2020, mostly affecting Poland, Latvia, and Lithuania. The Commission stated that Russia and Belarus’s tactics undermine EU unity and security. Estonia, minimally impacted, is near completing its eastern border fence and has assisted neighbouring states in border management.
